Indigenous and Black Communities Support tegutsemiskoht Honduras.
The program supports the development of infrastructure investments in indigenous and black communities in Honduras, using a new ethno-engineering model that adapts or adjusts infrastructure works and engineering practices to the specific social and cultural characteristics of the two ethnic groups. The three components are: (a) validation and implementation of the ethno-engineering model in two pilot communities (Belén and Aldea Nueva Esperanza); (b) strengthening of ethnic ties and the national regulatory framework; and (c) system for evaluating and measuring program performance (SEM). Component 1 assists with the selection, design, and execution of infrastructure works of top priority to the beneficiary communities, consistent with the way in which each understands the concept of development and its future options in relation to ethnic and cultural integrity and replication. In addition to physical works, the component will produce plans, a maintenance manual, and an inventory of basic tools needed to make the works maintainable. Component 2 funds training to strengthen ethnic ties at all levels (central, regional, and local) and provides for the preparation of draft indigenous and black legislation in consultation with the relevant communities, government institutions, and civil society. An integral part of this program under Component 2 is a Canadian technical cooperation (TC-00-10-00-0) for $146,075, which will strengthen cultural community groups for black and indigenous women. Component 3 supports program evaluation to identify and implement the necessary tools for measuring the performance of the program and the pilot projects in terms of their sociocultural, environmental, and economic return.
