The overall development of the Education Reform Project is to improve the effectiveness of teaching and learning in selected grades of general schools in Azerbaijan. There are two main components. The first, supports curriculum reform by providing 1) international and local consultant support on main areas of curriculum development, including syllabus, teaching methods, institutional issues, and assessment (including textbook development) with an overall focus on greater subject integration and on increasing optional courses in the upper grades; 2) training, fellowships, and study tours; 3) civil works, covering the refurbishment of two curriculum development institutions; 4) resource materials, equipment, and supplies; 5) syllabi, textbooks, and supplies; and 6) operating costs. The second component supports capacity building and reorientation of teacher education institutes in pilot regions. It focuses on technical assistance on teacher training and teaching methods, training of trainers, minor rehabilitation, and financing training materials, equipment, materials, and supplies. A select number of pilot schools in pilot districts will be chosen to assess and evaluate new curricula and teaching methods for selected grades. In addition to financing textbooks, this component supports training and outreach activities aimed at strengthening parent and community involvement in school operations
