The objective of the Project is to develop necessary infrastructure for the power sector restructuring, i.e. (i) to establish the Wholesale Electricity Spot Market (WESM) so that the electricity generation is dispatched on a competitive basis to meet the power demand; and (ii) to upgrade the critical transmission lines and substations as required in the Transmission Development Plan to ensure the reliability of the power supply. The Project consists of Part A and art B. Part A includes procurement and installation the WESM hardware, software and system integration (including consultancy). Part B includes (i) Luzon transmission line upgrading; and (ii) Mindanao substation expansion
